Canada Reduces Duty-Free Vehicle Quota for Stellantis and GM
Ottawa has announced a significant reduction in the number of duty-free vehicles that Stellantis and General Motors are permitted to import from the United States. This decision follows the automakers’ recent announcement to scale back assembly-line operations at their factories in Ontario.
In a press release issued late at night on October 23, 2023, Finance Minister François-Philippe Champagne and Industry Minister Mélanie Joly outlined the new restrictions. Stellantis and GM will no longer qualify for the complete exemption from Canadian counter-tariff duties on vehicles manufactured in the U.S.
The Canadian government had previously imposed retaliatory tariffs on U.S. cars and light trucks in April 2023. At that time, exemptions were granted to certain automakers, allowing them to import specified quantities of vehicles without incurring additional tariffs. However, the government made it clear that these exemptions were conditional upon the manufacturers maintaining production levels in Canada and advancing their investment commitments within the province’s auto sector.
This latest measure underscores the Canadian government’s commitment to protecting its domestic automotive industry amid concerns about job security and production sustainability. The reduction in quota signifies a responsive approach to the shifting dynamics of the auto manufacturing landscape in Canada.
