Waterloo Regional Council Seeks Public Input on Encampment By-law
Waterloo Regional Council has announced a special public meeting to gather feedback on proposed amendments to the 100 Victoria Street North Site Specific By-law. This meeting is crucial as the council aims to address the encampment currently situated at the site, which is intended to be cleared for the development of the Kitchener Central Transit Hub.
Originally passed on April 23, 2025, the by-law was part of the Region’s efforts to facilitate the construction project. Mediation related to the by-law commenced in November 2025 but was postponed, with further proceedings set to resume in February 2026. The council seeks public input before these court dates, emphasizing the importance of community engagement in the decision-making process.
The public meeting is scheduled for Wednesday, January 7, 2026, at the Regional Council chambers located at 150 Frederick Street, Kitchener. It will start at 18:00 local time. Following the public meeting, Regional Council will review the proposed amendments during a special council meeting on Friday, January 9, 2026, at 09:00.
According to a press release from the Region, council staff continue to support the individuals who remain at 100 Victoria Street North. Their efforts include assisting with individual housing plans. Notably, 24 of the original 26 individuals residing at the site have successfully found alternative accommodations with the Region’s support.
The engagement of the public is seen as vital for addressing the complexities surrounding the encampment and the planned transit hub. The council encourages community members to participate in the upcoming meeting to share their insights and concerns regarding the proposed changes to the by-law.
As the public meeting approaches, the council remains committed to ensuring that the transition for individuals affected by the encampment is handled with care and consideration. Local leaders aim to balance the needs of the community with the imperative of urban development, striving for a solution that respects both progress and humanity.
