Charges Filed for Prince George Hit-and-Run Death of Cyclist

Charges have been formally laid in connection with a tragic hit-and-run incident that resulted in one cyclist’s death and another’s serious injuries in Prince George, British Columbia, on July 7, 2025. According to a release from the Royal Canadian Mounted Police (RCMP) dated October 9, 2025, the British Columbia Prosecution Service has approved multiple charges against Thomas Leslie Phillips, who is accused of striking two cyclists participating in the Cops for Cancer Tour de North event.

The charges against Phillips include impaired operation of a motor vehicle causing death, impaired operation of a motor vehicle causing bodily harm, failure to remain at the scene of an accident causing death, failure to remain at the scene of an accident causing bodily harm, and dangerous operation of a motor vehicle.

Corporal Jennifer Cooper, the Media Relations Officer for the Prince George RCMP, emphasized the profound impact of this incident on both the local community and the policing community, stating, “This incident hit the community of Prince George, as well as our local policing community, very hard as this not only involved a Canadian Cancer Society Cops for Cancer Tour de North rider but one of our own police officers.” The investigation has been extensive, and the charges now awaiting court proceedings have not yet been proven.

On the morning of July 7, around 09:00, two cyclists were training near the intersection of North Ospika Boulevard and McRae Avenue when they were struck by Phillips’ vehicle. The cyclists included Shane Kelly, a community member, and an RCMP officer. Both riders sustained severe injuries and were transported to hospital. Tragically, Kelly succumbed to his injuries on July 10, 2025.

The local community has rallied in support of the victims’ families, as the incident has sparked discussions about road safety and the responsibilities of drivers. The Cops for Cancer Tour de North event aims to raise awareness and funds for cancer research, making this incident all the more poignant for participants and supporters.
