Manitoba Hydro Evaluates Expansion to Deliver Power, Broadband to Nunavut
Manitoba Hydro is currently assessing a formal application aimed at extending its transmission grid and fibre-optic cable approximately 1,200 kilometres to the Kivalliq region of Nunavut. This initiative promises to deliver up to 150 megawatts of renewable electricity, along with high-speed broadband connectivity to several remote communities, including Arviat, Whale Cove, Rankin Inlet, Chesterfield Inlet, and Baker Lake.
The proposed project is being spearheaded by Nukik Corp., which seeks to establish a vital power and communications infrastructure to support northern industries and communities. By integrating renewable energy sources, the initiative aims to replace existing diesel generators, which are costly and environmentally unfriendly.
In April 2023, Manitoba Premier Wab Kinew and then-premier of Nunavut, P.J. Akeeagok, announced their commitment to collaborate on establishing an energy corridor for Canada’s North. Kinew tasked Manitoba Hydro with planning to supply Nunavut with hydroelectric power that is no longer being exported to the United States. This effort is contingent on the construction of a federally funded transmission line.
The joint statement from the governments of Manitoba and Nunavut emphasized the need for federal support for the Inuit-led energy corridor. It also highlighted the importance of collaborating with local First Nations to ensure the protection of lands and waters, which are crucial for the long-term health of caribou populations, vital to the Inuit, Dene, and Cree communities.
To date, the federal government has allocated nearly $10 million for preliminary project activities, which include essential engineering, design, and environmental assessments necessary for moving forward. The timeline for the Kivalliq Hydro-Fibre Link suggests that construction could commence in 2028 and reach completion by 2032. While the overall cost of the project remains undisclosed, the benefits of transitioning to renewable energy and providing high-speed internet access to remote communities are significant.
The project is described as a “model of collaboration and vision,” garnering support from various stakeholders, including Manitoba Hydro. The submission of a formal transmission service request marks the beginning of a detailed evaluation process. This will include technical and commercial studies to ascertain the feasibility of transmitting clean energy from Manitoba into Nunavut.
Nukik Corp. recently achieved a significant milestone by becoming the first Arctic electricity developer in North America to be certified by the Midcontinent Independent System Operator, a key regional transmission organization in the United States. This certification enhances the project’s credibility and aligns it with recognized continental transmission frameworks.
As demand for electricity continues to rise in Nunavut, Manitoba Hydro is expected to provide further insights on the application and its capacity to meet local energy needs. The Kivalliq Hydro-Fibre Link could play a transformative role in enhancing energy security and connectivity in Canada’s Arctic, ultimately supporting the region’s growth and resilience.
