Viral Drone Video Sparks Debate Over Rio Favela Tourism
A viral drone video showcasing tourists in Rio de Janeiro’s largest favela, Rocinha, has ignited a debate about the ethics of favela tourism. The footage, which features visitors posing on a rooftop against a backdrop of the hillside community, has gone viral on social media, raising concerns among critics who argue that it glamorizes poverty and crime. As the city experiences record tourist numbers, the video has drawn both attention and controversy.
Renan Monteiro, the founder of the tourism company Na Favela Turismo, defended the portrayal of the favela, stating that the intention is not to romanticize poverty but to showcase its positive aspects. He emphasized that tourists cannot simply access the popular rooftop, known as the Porta do Ceu (Gate of Heaven), without going through a guided tour. These tours navigate narrow alleyways, allowing visitors to engage with local artists and watch performances, such as capoeira. Monteiro aims to change the misconceptions surrounding favela life by offering a more authentic experience.
The popularity of the video has attracted influencers and even sparked a marriage proposal. Brazilian influencer Ingrid Ohara, who boasts 12 million Instagram followers, filmed a segment in Rocinha while dressed in a towel and shower cap, drawing millions of views. She expressed her desire to showcase the essence of Rio de Janeiro through her content, stating, “These videos I make always get a lot of views, and so I wanted to make one here in Rocinha because it’s going viral all over the world.”
Challenges of Favela Tourism
Monteiro, who grew up in Rocinha, recalls the earlier days of “safari-like” tourism, where visitors were shown around by outsiders in open-air vehicles. This practice was heavily criticized by locals, especially after the tragic shooting of a Spanish tourist in 2017 during a police operation. Following this incident, tourism in the favela came to a halt. When it resumed, many tourists wandered without guidance, leading Monteiro to seek a safer, more responsible approach.
In collaboration with community leaders, Monteiro developed specific tourist routes that are monitored by local guides. He also created an app to track guides’ locations and manage tourist flow. In cases of police operations against drug traffickers, guides can communicate through this app to cancel tours for safety reasons. His efforts have led to the training of 300 local guides and ten drone pilots, contributing to the community’s economic development.
Drone pilot Pedro Lucas, 19, shared how this job has transformed his life, allowing him to earn a stable income. “I earn a good amount of money, and it would be good if more people from the favela had the same opportunity,” he said.
Tourism’s Economic Impact
Tourism in Rio has surged, driven by its world-famous beaches, Carnival celebrations, and iconic landmarks like the Christ the Redeemer statue. According to the government tourism agency Embratur, the city welcomed nearly 290,000 international visitors in January 2023 alone, a record number. In February, Na Favela Turismo reported 41,000 visitors to Rocinha and the nearby Vidigal favela.
While some residents view the influx of tourists as beneficial, others express concerns about the portrayal of their community. Claudiane Pereira dos Santos, a cleaner in Rocinha, welcomed the tourist interest, noting that many hardworking individuals live in the area. She remarked, “People immediately associate Rocinha with crime, the bad side. And it’s not like that. There are many hardworking people, wonderful people.”
Cecilia Olliveira, Executive Director of the Fogo Cruzado Institute, which monitors armed violence in low-income communities, highlighted the complexities of this issue. She stated, “The problem arises when the favela ceases to be a vibrant, complex neighborhood traversed by structural inequalities and becomes merely an exotic contrast or a backdrop for impactful content.”
As the debate surrounding favela tourism continues, the challenge remains to balance economic opportunities for residents while respecting the community’s integrity and addressing its struggles.
