Concordia University Implements Cost-Saving Measures Amid Student Decline
Concordia University in Montreal has announced cost-saving measures in response to a significant decline in international student enrolment. The university revealed that international enrolment decreased by 23 percent this year compared to 2024, while applications from international students dropped by a staggering 40 percent. This decline is attributed to recent changes in federal and provincial immigration policies, as well as cuts in provincial funding for international students.
In a budget update released earlier this week, Concordia outlined several key actions to address the financial impacts of this enrolment drop. The university will defer all sabbatical applications for one year and will not renew certain limited-term teaching contracts. Additionally, full-time faculty members will be offered voluntary retirement packages as part of the cost-cutting strategy.
The decision to defer sabbaticals and restructure contracts comes at a time when universities across Canada are grappling with a decline in revenue due to lower international student numbers. Concordia’s specific measures affect 63 faculty members who are currently on limited-term contracts, most of which will expire in June 2026.
Both the Quebec provincial government and the federal government have taken steps to limit the number of international students admitted to the country. These policies are prompting universities to reconsider their budgets and staffing needs, as international students are typically a significant source of funding.
Concordia’s situation reflects a broader trend affecting higher education institutions in Canada, as they navigate the challenges posed by changing immigration policies and funding cuts. As the university implements these cost-saving measures, it remains to be seen how these actions will impact its academic programs and faculty in the long term.
