Victoria Harbour Authority Prepares for Record 2025 Cruise Season

The Victoria Harbour Authority is set to welcome a significant influx of maritime traffic in 2025, anticipating the arrival of 310 vessels carrying nearly 990,000 passengers and approximately 378,882 crew members. This impressive forecast, announced by board chair Mark Mawhinney, reinforces Victoria’s status as Canada’s busiest cruise port.

Mawhinney noted that the upcoming season closely mirrors 2024’s strong performance, indicating consistent growth for the region’s tourism industry. “It’s difficult to select one single defining moment of the year because the harbour is such a diverse place,” he explained. The excitement peaks when multiple cruise ships are moored, marinas are bustling, and local businesses thrive.

Victoria’s recognition as a U.S. travelers’ choice for the third consecutive year adds to the city’s tourism appeal. This accolade reflects the collaborative efforts of various organizations and communities. Despite initial concerns about tariffs and political relations with the United States, Mawhinney emphasized the success of their strategy to warmly welcome American visitors. “It was a great summer for American cruise passengers and boaters,” he stated.

Exciting Developments and Events on the Horizon

A notable highlight occurred in October when the Holland America cruise ship Noordam embarked on its inaugural voyage to the Great Bear Rainforest. This new route showcases the stunning coastal scenery of northern British Columbia, generating significant interest both locally and internationally. Mawhinney confirmed that two additional sailings for this itinerary are scheduled for 2026.

The versatility of the terminal was also evident in November, hosting a range of vessels, including the HMCS Vancouver and K.J. Gardner, Canada’s largest spill-response vessel. This diverse use of the harbour highlights the authority’s commitment to attracting various types of marine traffic, beyond just cruise ships.

In terms of community events, the harbour authority organized over 30 events in 2025, with the most significant being the return of Symphony Splash. After a six-year hiatus, the event attracted around 60,000 attendees for four free concerts, featuring impressive performances over two days.

Plans for Sustainable Growth and Future Opportunities

The Victoria Harbour Authority, a non-profit organization, is not only focused on cruise operations but also on long-term sustainability. They have recently launched a 10-month integrated planning initiative aimed at shaping a vision for the harbour lands and waters, incorporating insights from global port development experts. This initiative seeks to balance marine industries with commerce, recreation, and tourism for future generations.

Construction at Pier B will allow for simultaneous docking of two large cruise ships, either Quantum-class (350 meters) or Icon-class (365 meters). Mawhinney expressed the authority’s commitment to supporting sustainable growth while respecting the waterfront’s character and history.

Looking further ahead, the authority anticipates more than 320 cruise ship calls and over 990,000 passengers in 2026. Notably, both Virgin Voyages and MSC Cruises will begin operations in Victoria, marking an exciting expansion for the port. With six inaugural calls planned for next summer, the Victoria Harbour Authority is poised for a remarkable year ahead.
