B.C. Cannabis Sales Plunge Over 50% Amid Historic Job Action

Cannabis sales in British Columbia (B.C.) experienced a dramatic decline in October 2025, with revenues plummeting by more than 50% compared to the previous month. While every other Canadian province reported increased sales during this period, B.C. stood out with a significant drop, primarily attributed to a major labor action affecting distribution.

According to data from Statistics Canada, B.C. cannabis sales averaged approximately $65 million monthly from January to September 2025. In September alone, the province reported sales of around $69 million. However, in October, sales fell sharply to just $31 million, marking one of the most substantial downturns in the province’s cannabis market.

The sharp decline coincided with a historic job action by the BC General Employees’ Union (BCGEU), which commenced on September 22, 2025. This strike impacted the BC Liquor Distribution Branch (LDB), the agency responsible for managing cannabis distribution in the province. The LDB’s operations came to a halt during the strike, which lasted until October 27, severely disrupting the wholesale cannabis supply chain.

In an official statement, the B.C. government outlined the consequences of the work stoppage: “The BC General Employees’ Union strike shut down BC Liquor Distribution Branch (LDB) Cannabis Wholesale Operations from September 22 until October 27, during which time wholesale cannabis orders were unable to be placed or processed through the LDB’s central delivery channel.” The statement further noted that retail stores faced difficulties replenishing stock during this period, except for those utilizing direct delivery channels.

This disruption led to B.C. being the only province in Canada that did not experience an increase in cannabis sales from September to October 2025. In stark contrast, Alberta recorded $86 million in sales during the same month, while Ontario led the country with approximately $187 million in cannabis sales.

B.C. officials have indicated that a comprehensive report on cannabis sales for the province is expected to be released at the end of the month. As the cannabis market continues to evolve across Canada, the implications of labor disputes on revenue and distribution channels remain a critical consideration for stakeholders.

The significant decline in B.C.’s cannabis sales not only highlights the fragility of the market but also raises questions about future supply chain resilience amid labor disputes. As the province navigates these challenges, the impact on local businesses and consumers will be closely monitored.
