School Board Voices Concerns Over Sechelt Development Plans

At a meeting on October 28, 2023, the School District 46 Board of Education addressed two significant development referrals from the District of Sechelt, expressing concerns primarily about traffic safety and the long-term infrastructure implications for local schools. One of the proposals involves a 116-unit townhouse development by Panorama Group on Cowrie Street, located next to Chatelech Secondary School.

The developer stated that the site’s “significant topographical challenges” made the construction of a condominium project financially unfeasible. The townhouse development aims to provide “missing middle” housing, featuring rooftop decks and private yards, targeting families who seek long-term residency near educational institutions and amenities.

Trustees acknowledged the draft response letters prepared by district staff, which highlighted the potential impacts on student safety and overall school capacity. Secretary-Treasurer Nick noted the need for improvements, particularly referencing the road conditions on Shorncliffe, which is adjacent to the proposed development. He remarked, “If this response is an avenue to try and trigger that to move forward, then so much better.”

In addition to the townhouse project, the board reviewed the Sawarne Lands master plan, which proposes rezoning for townhouses and cluster housing on either side of the Silverstone Care Facility. The district’s report indicates plans for “significant park land dedications” amounting to over 4 hectares, along with a conceptual road network designed to accommodate future growth.

Trustees emphasized the importance of early coordination with the Ministry of Transportation and Infrastructure, particularly concerning traffic impact assessments. The board voted to submit their feedback to the district, advocating for enhanced infrastructure and proactive planning to ensure both student safety and school readiness as Sechelt continues to expand.

In concluding their discussions, the board reiterated its commitment to prioritizing the safety and well-being of students in light of the ongoing developments in the area. As Sechelt evolves, the board aims to ensure that growth is met with suitable infrastructure and support for local educational needs.
