Ontario’s York Catholic School Board Faces Potential Takeover
The York Catholic District School Board is at risk of undergoing a provincial takeover as the Ontario government examines its financial situation. This move is part of a larger education reform initiative led by Education Minister Paul Calandra, who has already appointed supervisors to oversee several major school boards, including the Toronto public school board and the Ottawa-Carleton District School Board. Calandra’s actions stem from ongoing deficits and financial difficulties within these boards.
A recent disclosure obtained by Global News through freedom of information laws reveals that eight Ontario school boards have been identified as “high” financial risk. To date, only five of these boards have been placed under provincial supervision. The remaining three, while flagged for financial concerns, continue to be managed by their elected trustees. Calandra’s office has indicated that the boards taken over were subjected to significant financial mismanagement, prompting the need for external oversight.
The spokesperson for Calandra emphasized the importance of accountability, stating, “The decision to appoint supervisors was made after third-party investigators confirmed what parents already see: these boards have been incapable of managing the historic education funding that we continue to provide.” This approach aims to ensure that trustees remain focused on their responsibilities or risk being replaced.
Among the three boards not yet taken over, the Simcoe Muskoka Catholic District School Board may remain unaffected as its financial issues are primarily linked to a single settlement rather than systemic problems. In contrast, the Durham Catholic District School Board has been identified as a risk but currently lacks an accumulated deficit, thereby limiting government intervention.
As for the York Catholic District School Board, it has experienced a marked decline in its financial health this year. In January 2023, the board submitted a multi-year financial recovery plan that received approval. However, conditions worsened by June 2023, necessitating a revised plan that is currently under review by Calandra’s office. Should the minister reject this new proposal, the board could see its trustees sidelined and a supervisor appointed.
The York Catholic District School Board has acknowledged its financial challenges, which include declining enrollment in elementary schools, insufficient funding for special education, and rising costs associated with transportation and IT infrastructure. In its statement following the submission of the recovery plan, the board expressed its commitment to sound financial management.
Opposition voices, such as Chandra Pasma, the New Democratic Party’s education critic, argue that the government’s approach does not address the underlying issues causing the deficits. Pasma contends that persistent underfunding is to blame, stating, “The minister can order an investigation into every board in the province if he wants, but it’s going to keep finding the same thing. This is a mismatch between the funding and the cost. Not an issue of mismanagement.”
As the situation develops, the future of the York Catholic District School Board remains uncertain, with the potential for significant changes in its governance structure. The government’s decisions in the coming months will be critical in determining the board’s ability to navigate its financial challenges and continue serving its community effectively.
