Ottawa’s latest primary-care clinic officially opened this week, addressing a significant gap in healthcare services for residents of the Vanier area. The Ottawa Nurse Practitioner-Led Clinic has already registered hundreds of patients even before its launch, with plans to accommodate up to 4,000 patients in need of primary care.

The clinic, located at 214 Montreal Road, is the first of its kind in Ottawa and one of only 27 nurse practitioner-led clinics in Ontario. It aims to serve a community that has long been classified as a primary health-care desert, where many individuals lack access to essential medical services.

Addressing Healthcare Disparities

The opening ceremony on October 19, 2023, attracted numerous supporters and community members, highlighting the urgent need for accessible healthcare in Vanier and Overbrook. According to local officials, the area has one of the highest rates of unattached residents—individuals without a primary care provider—resulting in increased visits to the emergency department at Montfort Hospital. Reports indicate that 30% of emergency patients do not have a primary care provider, with 8% of those seeking help for mental health issues.

Merry Cardinal, chair of the clinic’s board and a nurse, emphasized the critical role this facility will play in the community. “For too long, this area of the city has struggled without adequate access to primary care. Members of this community, families, seniors, and vulnerable persons have gone without the care they need when they need it,” she stated.

Rideau-Vanier Councillor Stéphanie Plante also addressed the community’s pressing healthcare needs. “A lot of the case work I deal with is people who just don’t have the basics,” she said, describing the clinic as a “love letter to the community.”

Comprehensive Care Model

The clinic’s operations are led by Hoda Mankal, the executive director and a nurse practitioner who advocated for its establishment. Mankal played a pivotal role in securing $2.5 million in operational funding from the provincial government. She presented a map to Health Minister Sylvia Jones, illustrating the stark lack of primary care access in the area.

“This is the first nurse practitioner-led clinic in our capital. It is a proud moment, not just for our team, but for the Vanier community. They have been waiting a long time for accessible and inclusive health care,” Mankal said.

The clinic will offer a wide range of services, including preventive care, chronic disease management, mental health support, and health education. An interprofessional team comprising dieticians, therapists, and community paramedics will work together to provide comprehensive care. This integrated approach is designed to not only address immediate health concerns but also the broader social determinants of health.

Cardinal highlighted the holistic philosophy of nurse practitioners, noting that their approach goes beyond basic medical advice. “It’s not just about telling a diabetic, ‘You need to eat healthy food,’ it is about understanding what they can afford and how we can support them in making the best choices,” she explained.

The newly opened clinic stands as a vital resource for the residents of Vanier and Overbrook, who have historically faced barriers to receiving adequate healthcare. As the clinic grows, it aims to be a cornerstone of community health, fulfilling a long-awaited need for primary care services in this underserved area.
