Toronto School Board Transitions to Merit-Based Admissions for Programs

The Toronto District School Board (TDSB) will implement a significant change to its admissions process for specialized programs, moving from a lottery system to a merit-based approach. This decision, announced on the TDSB’s official website, follows a directive from the Supervisor appointed by the Minister of Education.

In a letter addressed to parents, the TDSB outlined the new application procedures for students wishing to enroll in specialized programs starting in September 2026. Applications will open during the week of November 10, 2025, and will remain open for three weeks.

Details of the New Admissions Process

The specialized programs offered by the TDSB encompass a range of subjects, including arts, mathematics, science, technology, and leadership. These programs are available at both the elementary and secondary school levels across numerous TDSB institutions.

For elementary students, admission will be based on an evaluated portfolio or an audition video submitted with their application. Secondary students will need to meet specific academic benchmarks, as outlined in their report cards.

The TDSB explained, “Applicants will be seated based on their overall applicant score; a combination of select report card marks connected to their program of choice and an evaluated demonstration of knowledge and skills.” This new criteria aims to ensure that students are admitted based on merit rather than chance.

Open House Events Scheduled

To provide further insight into the specialized programs, the TDSB will host open houses at participating schools throughout November. These events will offer parents and potential students the opportunity to learn more about the programs available and the new admission criteria.

This shift in admissions strategy reflects the TDSB’s commitment to enhancing educational opportunities for students, ensuring that those with the relevant skills and interests have the best chance of being accepted into specialized programs.
