Halifax Appoints Brad Anguish as Acting Chief Administrative Officer

Halifax Regional Council has appointed Brad Anguish as the acting Chief Administrative Officer (CAO) for the municipality. In a media release on Wednesday, officials announced that Anguish will assume the interim role on September 8, 2023. This decision comes as current CAO Cathie O’Toole prepares to step down, with O’Toole remaining in her position until October 17, 2023 to ensure a smooth transition.
Leadership Transition in Halifax
Mayor Andy Fillmore emphasized the importance of this appointment, stating, “We are at a pivotal point for the future of the municipality.” He noted Anguish’s extensive experience in public service and his executive role in various operational units, which he believes will facilitate the effective delivery of significant projects and initiatives during this transitional period.
Anguish is a professional engineer with a robust educational background. He attended the Royal Military College of Canada for engineering and holds a master’s degree in business administration from St. Mary’s University. His qualifications and past experience are expected to bring valuable insight to his temporary role.
The municipality has indicated that it will delay the search for a permanent CAO until there is “more clarity from the Province of Nova Scotia” regarding potential legislative changes affecting the role. This statement comes as discussions arise about the possibility of the provincial government introducing “strong mayor powers” during the upcoming fall legislative session.
The transition in leadership is significant for Halifax, as the municipality navigates potential changes that could impact governance and operational dynamics. Anguish’s interim leadership will be closely monitored as the council prepares for future developments.
