The federal government has unveiled plans for the development of 136 new affordable housing units in Upper Hammonds Plains, Nova Scotia. Announced on Saturday, this initiative is part of the Co-operative Housing Development Program and marks the largest federal investment in new co-operative housing in over three decades, with a total funding commitment of $1.5 billion.

The new housing co-operative, named the Upper Hammonds Plains Housing Co-operative, will be situated at 195 Equestrian Lane. It is designed not only to provide safe and affordable homes but also to preserve and enhance the rich cultural heritage of African Nova Scotia.

Community Leadership and Accessibility

According to Curtis Whiley, founder and president of the Upper Hammonds Plains Community Land Trust, this project exemplifies the power of grassroots community organization. “This groundbreaking shows what grassroots, community-led organizing can do: deliver transformational projects and non-market homes that stay affordable for generations, insulated from market turbulence,” Whiley stated in a press release. He emphasized that residents will have a say in the governance and future of this community asset.

Halifax Mayor Andy Fillmore highlighted that the co-op will include 29 fully accessible units, catering to the needs of individuals with disabilities. This development has attracted more than $61 million in funding from the federal government, showcasing a significant commitment to affordable housing solutions.

Government Commitment to Affordable Housing

Braedon Clark, Member of Parliament for Sackville—Bedford—Preston, reiterated the government’s role in addressing housing needs. “The federal government has a strong role to play in building non-market housing to provide more affordable housing options for Canadians, and this includes co-operative housing,” Clark said. “This project shows how co-ops can provide affordable, inclusive, and sustainable homes that respond directly to local needs.”

The completion of the Upper Hammonds Plains Housing Co-operative is anticipated by spring 2027, contributing to the ongoing efforts to improve housing accessibility in the region. As the project progresses, it aims to foster a sense of community while ensuring that the cultural identity of African Nova Scotians is respected and celebrated.
