The Cranbrook Chamber of Commerce has published a Consultation Summary Report that outlines its stance on proposed updates to Development Cost Charges (DCC) and addresses the challenges of funding growth-related infrastructure in Cranbrook. This report follows a consultation session with the City of Cranbrook, where members discussed infrastructure funding pressures, escalating construction costs, and the rationale behind potential increases in DCC.

The Chamber acknowledges the necessity of infrastructure investment to support growth, enhance service reliability, and ensure long-term economic health. With construction costs rising and provincial growth mandates becoming more stringent, the report highlights that decisions regarding infrastructure funding cannot be postponed indefinitely. However, the Chamber stresses the importance of how these costs are recovered and the management of their impacts on the community.

“There is no cost-free option,” the report states. “If growth-related infrastructure costs are not recovered through Development Cost Charges, they are ultimately borne by existing businesses and residents through higher taxes, utility charges, or reduced service reliability.”

Concerns Over DCC Increases

The report warns that sharp or poorly structured DCC increases could adversely affect Cranbrook’s competitiveness. This is particularly true for smaller projects, downtown redevelopment, and incremental business expansions that are vital for local employment and economic revitalization. Key themes identified by Chamber members include the necessity to evaluate DCCs within the broader cost of building and investing in Cranbrook, as well as the risks to competitiveness if increases do not include mitigation strategies.

Additionally, the Chamber points out that smaller commercial renovations and infill projects may experience disproportionate impacts from such increases. Members share the City of Cranbrook’s view on the importance of predictability, transparency, and clear communication in this matter.

Conditions for Supporting DCC Increases

The Chamber’s report establishes clear conditions under which it would support DCC increases. These conditions hinge on the adoption of a publicly available cost-sharing framework that is fair, competitive, sustainable, and transparent. The report also calls for a mandatory monitoring and response framework to accompany any DCC increase. This framework should include annual reporting on development activity, infrastructure costs, and DCC revenue performance.

Furthermore, predefined triggers should be established to prompt reviews if development slows or if costs escalate beyond expectations. Predetermined response actions may involve adjusting phasing or activating non-DCC mitigation tools. “Support for DCC increases must be tied to accountability,” the report asserts. “Monitoring, triggers, and response actions need to be adopted at the time of approval, not left as future discretionary steps.”

The Chamber encourages the city to protect and promote infill, redevelopment, and downtown renewal projects through tools outside the DCC framework. These tools may include a continuous review of permit process improvements, redevelopment credits, targeted tax exemptions, and enhanced clarity to minimize unexpected costs.

Moreover, the report emphasizes the potential for collaborative advocacy with senior levels of government to secure infrastructure funding, particularly in light of changes to provincial density regulations under Bill 44.

In closing, the Chamber reaffirmed its commitment to ongoing collaboration with the city, which includes structured consultation, shared advocacy, and continued engagement with the business community. “The DCC discussion is ultimately about responsibility, timing, and predictability,” the report concludes. “A balanced, integrated approach is essential to protect investment confidence while ensuring Cranbrook can fund the infrastructure needed for sustainable growth.”
