Albania Appoints AI Bot ‘Diella’ as Minister to Combat Corruption
Albania has made a groundbreaking decision by appointing an AI bot named Diella as a minister in its parliament, marking a first for the country and the region. This initiative, aimed at combating corruption, comes as Prime Minister Edi Rama begins his fourth term in office. The name “Diella” translates to “sun” in the Albanian language and symbolizes transparency and hope in public procurement processes.
Diella will oversee and manage all public tenders involving government contracts with private companies. This new role builds upon Diella’s previous function as an AI-powered virtual assistant, designed to help citizens navigate the e-Albania platform and obtain official documents. Rama emphasized that this virtual entity is not intended to replace human governance but to enhance it.
In his announcement, Prime Minister Rama stated, “Diella is the first cabinet member who isn’t physically present but is virtually created by AI… She will help make Albania a country where public tenders are 100 percent free of corruption.” In a virtual address, Diella expressed her purpose, saying, “I am not here to replace human beings but to help them,” highlighting that the true threat to governance lies not in technology but in the decisions made by those in power.
The introduction of Diella has sparked mixed reactions among parliament members and the public. The opposition party, the Democratic Party, criticized the move, calling it both “ridiculous” and “unconstitutional.” They pointed out that the Albanian constitution mandates that government ministers must be “mentally competent citizens aged 18 or over,” raising questions about the legality of appointing a non-human entity to such a position.
Global Context of AI Integration in Government
Albania’s decision to integrate an AI bot into its government structure raises the question of whether other European nations might follow suit. Several countries have already begun exploring the use of AI in administrative functions. For instance, the UK Government launched a multi-tool suite called Humphrey, which includes an AI tool known as “Consult.” This tool has been utilized by the Scottish Government to streamline public consultations regarding the regulation of non-surgical cosmetic treatments.
In France, former Prime Minister Gabriel Attal introduced Albert, a French-made AI system aimed at enhancing administrative efficiency. Launched in April 2023, Albert assists agencies by answering frequently asked questions and filtering inquiries submitted to tax agents, thereby reducing the workload on public officials.
As Diella embarks on her role in Albania, her effectiveness will be closely monitored. The outcome may pave the way for a broader acceptance of AI technologies in governance, potentially transforming how public administration is conducted across Europe.
Albania’s bold move to appoint an AI minister reflects a growing trend of integrating technology into government, but it also raises important discussions about governance, accountability, and the future role of artificial intelligence in society.
