Windsor’s HART Hub Sees Early Success in Addiction Recovery

Windsor’s new Homelessness and Addiction Recovery Treatment (HART) hub has recorded promising initial engagement since its soft launch in late September 2023. According to Bill Marra, CEO of Hotel-Dieu Grace Healthcare, about 45 individuals have entered the program, which aims to provide critical support for those facing homelessness and addiction issues. While it may be too early for comprehensive data, early indications suggest that the initiative is effectively addressing community needs.

The HART hub has established 23 new treatment beds across various locations, with plans to expand further. Marra noted, “Early days, I can say the uptake has been good, the response has been good.” Currently, the 16 treatment beds located at Hotel-Dieu’s campus are accommodating between eight and twelve residents at a time. Additionally, the hospital operates four stabilization beds for individuals transitioning from withdrawal management to treatment, although these beds are not funded through the HART initiative.

Flexible Access and Community Support

The model of the HART hub emphasizes accessibility, allowing individuals to enter the program through various channels. People can self-refer by calling or visiting Hotel-Dieu, or receive referrals from different community agencies. Marra highlighted the importance of minimizing wait times between a person’s decision to seek help and their actual intake into the program. “It’s really… low barrier to get in,” he expressed.

Upon entry, the program assesses each individual’s circumstances, focusing on primary care, withdrawal management, treatment, and housing needs. This comprehensive approach aims to address the multifaceted challenges faced by those seeking assistance. Marra also recognized that the hub would not have been able to serve its purpose effectively if all services were housed in a single location, stating it would have been “a waste of taxpayer dollars.”

The initiative is backed by a three-year funding commitment of $6 million annually, with hopes for continued financial support beyond this period. Marra emphasized the importance of demonstrating successful outcomes to secure future funding, saying, “It’s really to make sure that the proof of concept is delivering on the outcomes that we want.”

Collaboration and Future Developments

The HART hub comprises partnerships with various organizations, including Brentwood Recovery Home, which will soon offer additional transitional housing options. After completing their treatment at Hotel-Dieu, individuals can transition into Brentwood’s three-month program, which includes five beds dedicated to the HART hub. Furthermore, Brentwood plans to add 32 transitional housing beds—16 for men and 16 for women—expected to be operational within the next four to six weeks.

The collaborative nature of the HART hub allows for a rapid response to community needs, with around 92 percent of participants being assessed and redirected away from traditional emergency room services. This model is seen as a crucial step in breaking the “vicious cycle” often associated with addiction and homelessness.

As the HART hub continues to evolve, Marra expressed confidence in the program’s adaptability. “If you and I sit down in a year or two years or even in three years, I’ll bet that we’ll talk about a system that looks a little bit different or maybe a lot different from what we’ve learned,” he remarked, underscoring the importance of listening to clients and community partners.

The early success of Windsor’s HART hub highlights a proactive approach to addressing addiction and homelessness, fostering hope for individuals seeking recovery and a healthier lifestyle. The ongoing commitment to flexibility and community engagement will be essential as the program develops further.
