Canada Sees Surge in Apprentices, Yet Certification Rates Lag
Canada is witnessing a notable increase in the number of apprentices entering skilled trades, with new registrations reaching a record high of 101,541 in 2024, according to Statistics Canada. This marks a nearly six percent rise from the previous year. Despite this promising trend, the path to certification remains challenging, with only 46,971 certificates issued, resulting in a completion rate of just 19.9 percent—lower than pre-pandemic levels.
The journey of Joellah Fletcher, a level 2 carpentry apprentice from Stratford, Ontario, illustrates some of the obstacles facing aspiring tradespeople. Fletcher, who hopes to become a certified Red Seal carpenter, has faced barriers such as insufficient information from high school guidance counsellors and delays in tracking her apprenticeship progress. “I was about a year, a year-and-a-half in before I even realized I was supposed to have a log book,” she shared.
The increase in apprenticeship registrations is encouraging, yet the transition from apprentice to certified tradesperson remains problematic. Financial concerns, difficulties in securing early employment, and inconsistent mentorship contribute to the challenges faced by young tradespeople. Fletcher’s experience is not unique; many apprentices struggle to navigate their training and certification process.
Support and Investment Needed for Successful Completion
In light of these issues, Mark Carney, the leader of the Liberal Party, announced plans for an $8,000 grant aimed at supporting apprenticeship training in skilled trades. This initiative seeks to address the anticipated labor shortages in the coming years.
Despite the surge in new apprentices, the Canadian Apprenticeship Forum emphasizes the need for completion rates to improve. “New registrations are going up—that’s awesome, but we need people to complete,” stated Emily Arrowsmith, the Forum’s director of research. With nearly 49.2 percent of apprentices currently registered but not certified, the focus must shift towards providing necessary support and resources.
The decline in Canada’s population of certified tradespeople over the last decade underscores the urgency of the situation. Barriers including employers’ reluctance to sponsor level 1 or 2 apprentices and the challenges of balancing work with required training contribute to this decline.
Addressing Systemic Issues in Apprenticeship Training
Bullying and harassment, particularly towards individuals from equity-seeking groups, further complicate the landscape. Arrowsmith notes that many leave the trades because they do not feel welcomed, exacerbating the shortage of skilled tradespeople. The erosion of employer investment in training and mentorship also hinders progress.
The situation demands a multi-faceted approach. Experts like Jeff Sloychuk, president of the Yukon Building Trades Council, advocate for improving mentorship and adjusting the journeyperson-apprentice ratio. He emphasizes the need for every job to serve as a training opportunity, particularly when public funds are involved.
Countries like Germany and Australia offer successful models that Canada could emulate. In Germany, early education about trades and a focus on apprenticeship as an investment by employers have yielded positive results. Meanwhile, Australia’s government-funded intermediaries assist apprentices in finding suitable workplaces and help manage the administrative aspects of their training.
Efforts to recruit more individuals into skilled trades have gained momentum, but retention also requires attention. Samara Sampson, a certified journeyperson and advocate for women in trades, highlights the importance of on-the-job mentorship and creating inclusive workplace cultures to retain apprentices.
As Canada continues to see a rise in apprenticeship registrations, addressing these systemic barriers is crucial. Ensuring that apprentices not only enter but also successfully complete their training will be vital in meeting the demand for skilled labor in the years ahead.
